First, the account must be created. That process is detailed in the PMC FAQ http://www.apache.org/dev/pmc.html.

Infra no longer grants Karma unless specifically requested (usually because the PMC Chair is inactive or unresponsive), as outlined in the PMC FAQ, but it's easier for the PMC Chair to do it.

Even though the message from Infra confirming that account creation is complete implies that the PMC has another step of "granting karma", usually the account is created with all permissions in place.

This can be verified by following the instructions in the section of the above linked page on granting svn access to committers, going to the whimsy roster tool to look up the list of committers on the SpamAssassin project.

That list is generated from the same LDAP records used to grant access.The instructions that used to bne on this page are now obsolete. The current procedure is now documented in a section of the above link, https://www.apache.org/dev/pmc.html#SVNaccess
