The process to create a new TLP

A Jakarta subproject should perform several steps to become aTop Level Project. These are outlined below:

1) Get informed - using resources such as JakartaPMCTopLevelProjectApplication

2) Discuss the issues on the relevent dev mailing list. Generaly this is done with aPROPOSAL thread, and should be used to identify any issues that need clarifying, such as:

  • name of the new TLP
  • whether to include just one Jakarta subproject, or multiple related ones
  • goal of the new TLP, usually fairly short
  • chair, selected by consensus if possible
  • initial PMC members, usually all active committers

3) Complete the JakartaPMCDraftTLPResolution template with your decisions

3) Vote on whether to go to TLP based on the resolution drawn up

4) Send the proposal to the board mailing list. Decisions can only be taken by the board at their monthly meetings
