Jakarta Report

Every three months, the Jakarta PMC has to submit a report to the Apache Software Foundation board. Even with the downsizing of Jakarta, it is still a large project and creating this report will involve time and combined effort.

As said report needs to be made, it might as well be made to the whole community and not just to the board (ignoring any legal/security issues which have to be kept on the closed-pmc list).
