Most of the projects at apache have one or more mailing lists. Try to figure out which one is appropriate, if there is none maybe think about your question. Ask kindly on the list. The answer may give you a hint if it would be good to put your question into the wiki. But first take a look at WikiBestPractices and maybe ApacheWiki.
You might also just put another wiki link in hopes that someone will fill it out (if your quesitons is prime faq material...not "gee Httpd crashed on startup what am I doing wrong?").
