A newTop Level Project (TLP) can only be created by the Apache Software Foundation board. The board meets monthly. The next dates are February 18th 2004, March 17th 2004 and April 21st 2004.
Any Jakarta subproject that wishes to become a TLP must conclude discussion and voting by that date and have submitted the necessary requests to the board.
