Web Services PMC Organization Discussion

The WS PMC is going to be undergoing some changes to reduce the number of subprojects. This will likely mean promoting some subprojects to top-level PMCs (which may themselves have subprojects), and perhaps retiring others. The linked page is to record proposals, in hopes that we can reach a consensus with which everyone is happy.
