When you want to build SpamAssassin with spamc, use the shortcut named "Visual C++ Toolkit 2003 Command Prompt" that is in the the directory in which you installed the toolkit. Doubleclicking on it will open a command prompt window with the proper build environment in which you can install SpamAssassin and accept the option to build spamc.
