3.2 rules maintainance branch. When "sa-update" downloads updates, this is what those are built from. Note that the rules files in this now differ in subtle ways from the rules in the 3.2 code dir; please do not simply copy entire files, but diff/patch changes across. (this is painful, which is why we're not doing it this way for 3.3.x.)
