Marmotta uses Jira to manage the issues of the project: https://issues.apache.org/jira/browse/MARMOTTA

Basically, we adopted the rule that:

• Developers resolves an issue if work on it is completed
• Release manager close resolved issues as soon as they get released (after the vote for a release passed)
  

Therefore resolved issues still not closed can be only found on snapshot versions, not at any official release.

The only exception are issues that do not get released (e.g. issues about the Homepage, Integration Server ...) those should be closed immediately.
