Committers == PMC members

The Axis project doesn't make a distinction between committers and PMC members. Everybody who is admitted as a committer automatically becomes member of the PMC.

Committer nomination process

Committers are nominated on the private mailing list. A public announcement is sent only after the vote has passed. To keep the process transparent for the other members of the community (i.e. non committers), the PMC decided to formalize the announcement to be sent to the public mailing list.

Here is the process:

  1. Nomination on private@axis.apache.org.
  2. Discussion and vote on private@axis.apache.org.
  3. Assuming success, invitation goes out privately to <nominee>.
  4. Assuming acceptance, announcement goes out to dev list and general@axis.apache.org.

Announcement template:

Subject: Please welcome <user> as a new committer

The Axis Project Management Committee (PMC, see [1]) is pleased to announce that <user> has accepted the invitation to become a committer and PMC member.

<insert reasons for invitation as committer here>

The PMC voted to invite him/her to join as per the Apache process. There were <N> +1 votes and <M> -1 votes.
